Judge Lyon was born in 1870 in Pluckemin, Somerset County. He was graduated from the New York Law School in 1892 and began to practice that year. He was superintendent of the Perth Amboy schools, 1894-95, and a member of the lower house of the State Legislature, 1900 to 1901.

In 1909 he was appointed to the Common Pleas Court for three years of the unexpired term of Judge Theodore B. Booraem. From 1913 until 1931 he served as Federal Referee in Bankruptcy. Renamed to the Common Pleas Court in 1931, he continued on that bench until 1945.

In 1910-11 he was president of the New Jersey Bankers Association. At his death he was president of the Perth Amboy Savings Institution.
